Issue:
Outlook crashes and can't be restarted. It gave an error message stating that Outlook couldn't start properly last time, and that Safe Mode might help troubleshoot the problem.
Solution:
Nothing worked except re-installing the PC. Now it works fine on the new version of Windows and Outlook.
