I need a step-by-step procedure (or a walkthrough) on how to put together an installer package (or deployment package)

My computer:  Application developed on (written in VB.NET)

1.   Visual Studio 2008 Professional Edition (32-bit installed on Windows 10 and 64-bit system)

2.   Version:  9.0.2.21022.8 RTM

3.   Microsoft .NET Framework, Version 3.5 SP1

4.   Windows 10

5.    System type: 64-bit operation System

Database system:  Storing data in Microsoft Access

Targeting workstations:

1.     Eight workstations operate on Windows 11 and system type is 64-bit

2.   Two workstations operate on Window 7 and system type is 64-bit

Note:

1.     Since it is Visual Studio 2008 and 32-bit, I think there are files with different extensions that need to be included in the installer package along with other files extension. If so, please specify what file extensions that need to be included in the installer package.  Am I wrong on this?

2.   I have referenced Microsoft.Office.Interop.Excel and Provider = Microsoft.Jet.OLEDB.4.0 in my application. How do I create an installer package that includes all libraries to work in Windows 11 and system type 64-bit?

3.   I really appreciate if you have a proven working step-by-step procedure to create an installer package as I have not done this before. Thank you.

The following is currently installed on my machine:

    Microsoft Visual Studio 2008

    Version 9.0.21022.8 RTM

    Microsoft .NET Framework

    Version 3.5 SP1

    Installed Edition: Professional

On the update: To upgrade to VS 2022, it will take time and money. I am trying to deploy this application first and then I will try to find money to upgrade it to VS2022.

I read the provided web site, and it was kind of too generic. Does anyone have step-by-step procedure that tailors to this particular application? I don't think my application is unique or special. Thanks.
